Rockwall County was at the time of design and construction, the fastest growing county in Texas. The county had long since outgrown their existing facilities and wanted to collect county services scattered throughout the City of Rockwall into a central, modern, secure facility. The commissioners were strongly in favor of a design that harkened back to the historic nature of the area. The facility provides public access to District and County Courts, District and County Clerks and District Attorney. Space for staff for all of these departments, as well as for the judges assigned to each courtroom and their staff. Looking to the future one full level was provided as growth space for additional courtrooms. This area is currently in use for the Justices of the Peace. The final component involves security for the facility and for incoming detainees. The County Sheriff provides deputies to man the security stations in the public lobby, as well as personnel to transport detainees from the County jail to this facility. Short term detention areas are provided and isolated, secure circulation is provided from these areas to each courtroom.
